Instances of unhygienic manufacturing of food-grade Silver Leaf (Chandi- ka- warq) has come to the notice of the FSSAI. It seems that some unscrupulous food business operators (FBOs) are still manufacturing Food Grade Silver Leaf or Chandi-ka-warq by using materials of animal origin.
It may be noted that the standards for Silver Leaf (Chandi-ka –warq) is prescribed under Regulation 2.11.4 of the Food Safety and Standards (Food Products Standards and Food Additives) Regulation 2011 which has been further amended through a notification dated 15 July, 2016 wherein under Regulation 2.11.4 (iv) (given below) it has been specified that silver leaf, food grade shall not be manufactured using materials of animal origin at any stage. However, the Delhi High Court had stayed the effect and operation of the above-mentioned notification through an order dated 28 July 2017. However, later this order was vacated vide High Court order dated 23 January 2018. The decision of the Court was communicated to all Food Safety Commissioners of all States/UTs and all Central Licensing Authority vide letter dated 4 July 2018.
In view of the above, the FSSAI has requested all the Commissioners of Food Safety of States/ UTs to carry out surveillance and enforcement on the Food Grade Silver Leaf (Chandi-ka-Warq) and ensure the compliance of the notification dated 15 July 2016. The FSSAI has also requested for an action taken a report on surveillance and enforcement on Food Grade Silver Leaf (Chandi-ka-warq) which is to be communicated to the FSSAI at the earliest.
Silver Leaf Regulations
In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, Silver Leaf is a sub-regulation (2.11.4) under the regulatory category OTHER FOOD PRODUCT AND INGREDIENTS. The previous standards had only two points in the standards for Silver leaf and these dealt with the form of the sheets and silver content.
According to the revised standards dated 15 July 2016 which is called the Food Safety and Standards (Food Products Standards and Food Additives) Fifth Amendment Regulations, 2016,
SILVER LEAF (Chandi-ka-warq): food grade shall,-
- be in the form of a sheet of uniform thickness, free from creases and folds
- the weight of silver foil will be up to 2.8 gm./Sq. meter
- minimum silver content will have a fineness of 999/1000
- will not be manufactured using any material of animal origin at any stage of the manufacturing process
The silver foil will be in accordance with the provisions of the Food Safety and Standards (Contaminants, Toxins, and Residues) Regulations, 2011 and the Food Safety and Standards (Packaging and Labelling), Regulations, 2011.
