The Food Safety and Standards Authority of India(FSSAI) though its direction no. RCD-18/1/2021-Regulatory-FSSAI dated 20.01.2022 instructed that the Food Business Operators (FBOs) whose consumption of edible oil for frying is more than 50 liters per day would maintain the usage record and would dispose Used Cooking Oil (UCO) to agencies authorized by FSSAI or Commissioner of Food Safety of States/UTs from time to time.
In order to execute this, the apex body of food safety has developed an ecosystem of biodiesel manufactures by enrolling them under Repurpose Used Cooking Oil (RUCO) Initiative. For the purpose of enrolment, FSSAI vide order no.Stds/O&F/ Notification (11)/FSSAI-2018 dated 06.05.2019 issued guidelines for collection of Used Cooking Oil (UCO) by biodiesel manufacturers from FBOs through their Authorized Collection Agencies. FSSAI has further decided to authorize soap manufacturers to collect UCO from FBOs for production of soaps under the RUCO initiative on a pilot basis. The decision regarding the enrolment of organizations for utilization of UCO for production of lubricant or other purposes will be decided later.
According to the updated guidelines for enrolment of Non Food Production Units (NFP) such as manufacturers of biodiesel, soap, etc. for collection of Used Cooking Oil from the Food Business Operators across India are enclosed here for reference.
Notably, the NFP units intending to collect UCO from FBOs shall submit application to FSSAI along with the requisite documents in the format provided in the guidelines. In respect of biodiesel manufacturers already enrolled with FSSAI, revised undertaking (as per the format provided in the guidelines) is required to be submitted before next renewal of enrolment. FSSAI has also stated that the fresh applications from biodiesel manufacturers will be accepted as per the revised guidelines.
