The FSSAI has published the Final Gazette notification on the Food Safety and Standards (Food Product Standards and Food Additives) First Amendment Regulation, 2018 with respect to ‘Removal of Boudouin Test and Halphen test requirement for Blended edible Vegetable Oil. FSSAI has removed two provisions relating to Halphen’s Test and Baudouin Test as there are other more suitable tests which can be used for testing blending of edible oils. In addition, any adulteration of Blended Edible Vegetable Oil will be addressed by the Fatty acid profile of different Vegetable Oils notified by FSSAI.
In Addition, FSSAI has also issued a Gazette Notification on the Food Safety and Standards (Prohibition and Restrictions on Sales) First Amendment Regulations, 2018 relating to removal of ‘Boudouin test’ requirement for Blended edible Vegetable Oil and revision of special provisions relating to the sale of vanaspati on 10 August 2018. These regulations shall come into force on the date of their final publication in the Official Gazette.
Through this regulation, FSSAI has paved way for the FBOs to prepare Vanaspati, Interesterified vegetable oil/fat, Bakery shortening, Bakery and Industrial Margarine, Table Margarine and Fat spreads from any of the edible vegetable oils whose standards are prescribed under FSSR or any other edible vegetable oil with prior approval of the FSSAI The revised regulation has also removed the restriction on preparation of vanaspati only from those oils that were earlier specified in the list.
These regulations have been finalised after consideration of the comments received from the stakeholders in this respect and shall immediately come in to force on the date of notification in the Official Gazette of India.
In the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011 in the regulation Sale of certain admixtures prohibited (2.1) two provisos have been omitted which are the third and fourth provisos where prohibition and restriction for sale either by himself or any other servant or agent had been applicable. The omitted provisos are as follows
(3) ghee which contains any added matter not exclusively derived from milk fat
(4) skimmed milk (fat abstracted) as milk
In regulation Prohibition and Restriction on sale of certain products (2.3) in the category Special provisions relating to the sale of vegetable oil and fat (2.3.15) the clause number (3) which contained the list of vegetable oils that Vanaspati was permitted to be prepared from has been removed and has been substituted with the following
(3) Vanaspati, interesterified vegetable oil or fat, bakery shortening, bakery and industrial
Margarine, table Margarine and fat spreads shall be prepared from any of the edible vegetable oils whose standards are specified in sub-regulation 2.2 of the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011 or from any other edible vegetable oil with prior approval of the Food Authority.
