The FSSAI has notified amendments in standards related to Milk Protein Concentrate, Whey Protein Concentrate and Cow or Buffalo Colostrum and Colostrum products in the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011 on 19 November 2018. These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) Thirteenth Amendment Regulations, 2018. They shall come into force from the date of their publication in the Official Gazette.
In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, in regulations relating to “DAIRY PRODUCTS AND ANALOGUES” the standards for dairy products have been added as follows
Milk Protein Concentrate (2.1.21)This Standard applies to Milk Protein Concentrate as defined as below
Description: Milk Protein Concentrates are complex milk proteins that contain both casein and whey protein in their native form in the same and similar ratio as milk depending upon their milk protein contents, which are generally manufactured by suitable processes that remove the majority of lactose and soluble minerals while retaining milk protein, followed by drying
Essential Composition and Quality Factors
Raw Materials – Milk, skimmed milk, cream and water
Composition – The product shall conform to the compositional specifications provided in the table below:

Labelling
- The name of the food shall be ‘Milk Protein Concentrate’. The name of the product may be supplemented by the designation “MPC __”, the blank being filled with the figure, indicating the protein content of the product.
- The milk protein content shall be declared on the label as a percentage by mass.
Whey Protein Concentrate (2.1.22)This Standard applies to Whey Protein Concentrate as defined below
Description – Whey protein concentrate means a product obtained by removing non-protein constituents from whey by means of physical separation techniques such as precipitation, filtration, dialysis and other relevant techniques, followed by drying.

Composition – The product shall conform to the compositional specifications provided in the table below

- The name of the food shall be ‘Whey Protein Concentrate’
- The milk protein content shall be declared on the label as a percentage by mass.
Standard for Cow or Buffalo Colostrum and Colostrum products (2.1.23) This Standard applies to colostrum and colostrum products as defined below
Description
- “Colostrum” means the lacteal secretion from the mammary glands of cow or buffalo or a combination thereof obtained up to three to five days of parturition and preceding the production of milk, which typically contains fat, proteins, carbohydrates, vitamins, minerals and bioactive components (such as immunoglobulins and lactoferrin).
- “Colostrum-based products” means processed products resulting from the processing of colostrum or from further processing of such processed products
- “Colostrum powder” is a colostrum-based product obtained by the drying of colostrum by suitable methods while retaining the essential characteristics of colostrum.

Food Additives
- Colostrum shall not contain any food additives
- For colostrum powder, stabilizers, emulsifiers, and antioxidants as specified for milk powder inAppendix ‘A’, may be used and only within the limits specified.
Hygiene The product shall conform to the microbiological requirements specified for milk powder inAppendix ‘B’.
Labelling
- The name of the products will be “colostrum” if its composition in colostrum
- The name of the products “colostrum powder” if it is in powder form
All these standards should be read along with ‘General Standard for Milk and Milk Products’ with reference to the generic provisions pertaining to definitions of milk or milk products and heat treatments, guidelines for use of dairy terms, the addition of micronutrients, etc.
