FSSAI has issued an Order dated 29 September 2021 regarding the provision of digitization of enforcement activities through FoSCoS.
Since the launch of the Food Safety Compliance System (FoSCoS), the FoSCoRIS mobile app has been seamlessly integrated. As a result of this, there has been a high increase in the number of inspections being conducted through FoSCoRIS. Here FSSAI feels it is pertinent to mention that the Food Authority is in fact considering that inspections be conducted through FoSCoRIS/FoSCoS only.
The matter was discussed in the 33rd meeting on CAC, which was help on 15th September 2021, where it has been decided to capture 100% details of following enforcement activities online in FoSCoS. This will achieve transparency, maintain compliance history of the Food Business Operators including monitoring and centralised management of data.

- Online penalties (in case of Annual Returns) after issuance of penalty orders
In this regard and in view of the above, the FSSAI has requested the Commissioners of Food Safety of all States and Union Territories as well as Regional Directors of FSSAI to direct their Licensing Authorities to comply with para 2 above mandatorily with effect from
1 October, 2021.
About FSSAI Food Safety Inspection Checklists
Food Safety & Standards Authority of India (FSSAI) has developed inspection checklist for facilitating Food Safety Officers to efficiently inspect the Food Business Operators FBOs. The inspection checklists are used to identify the level of compliance with each requirement that is set out in the regulation These inspection checklists are based on revised Schedule 4 of Food Safety & Standards (Licensing & Registration of Food Businesses) Regulation, 2011 and have been developed for following sectors –
- General Manufacturing
- Milk Processing
- Meat Processing
- Slaughter house
- Catering
- Retail
- Transport
- Storage and warehouse
Marking and Grading System
The inspection checklist has been divided into five major sections
- Design and facilities
- Control of Operations
- Maintenance and sanitation
- Personal Hygiene
- Training and complaint handling
The Food Safety Officers will inspect the facilities of the FBOs according to the requirement as laid down in the inspection checklist and will mark the findings. Food safety observations which will be given marks by the Food Safety Officers. Based on the marking, the FBOs will be graded as A+, A etc. A marking and grading scheme has been developed to facilitate the Food Safety Officers in doing the inspection.
The inspection checklist has been developed for major business activities such as manufacturing, retail etc. and there are specific kind of businesses in Food Licensing and Registration System. Thus, to facilitate the Food Safety Officers and Food Business Operators in selecting the inspection checklists according to their kind of business, a mapping of inspection checklists and kind of business has been done.
