FSSAI has received a number of representations from Direct Selling FBOs and their Associations, in which they have conveyed the difficulties that they are facing in getting their food businesses registered under FSS Act, Rules and Regulations made thereunder. In this regard, the FSSAI has issued an order uploaded on 28 March 2018 which is related to how these Direct Selling FBOs can do registration.
The FSSAI has examined the representations in detail and after taking into consideration Direct Selling Guidelines, 2016 as specified in notification No. 1013(E) dated 26th October 2016 issued by Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution. The observations that came to light were that since Direct Sellers do not have premises/storage facilities, so they find it difficult to obtain registration certificate as Direct Sellers from Registering Authority. The Direct Selling agents have also attached to Direct Selling Entities (DSE) which has taken on the responsibility for safe storage and transportation of the food products.
Since Direct Sellers are mobile and do not have any premises of their own, it has been decided that registration of such mobile direct sellers could be done by respective
- Registering Authority on production and verification of their identity certificate/ authorization issued by their Direct Selling Entities
- Along with the above, they will also have to provide their personal identity proof such as Aadhar /PAN/EPIC, etc.
In order to facilitate quick registration in case of bulk Direct Sellers, the DSE will have the option to get the bulk registration of its Direct Sellers done on its own, by using the facility provided by Common Service Centre (CSC).
